And what measures have been taken for personnel returning from other regions?” At Huangbaoshi Electronic Technology Co., Ltd. in Chenzhou City, Feng Haiyan carefully inquired about the company’s situation regarding epidemic prevention and control, staff resumption of work, safe production, and product transportation. She also took a detailed look at how grassroots prevention and control measures—such as those implemented in communities and villages—were being carried out.
Feng Haiyan emphasized the importance of getting a clear grasp of the situation. It is essential to accurately understand the actual conditions of each enterprise and, based on the principle of prioritizing urgency and importance, develop a timetable for resuming operations and work. We must strengthen guidance—intensify policy communication, pay close attention to tailored guidance for different types of enterprises, and do our utmost to help coordinate and resolve any difficulties enterprises face in resuming work. We must strictly adhere to the “Ten Prerequisites” for resuming production and work, as well as the reporting and review procedures, guiding enterprises to fulfill their primary responsibilities for epidemic prevention and control and for safe production, and promoting the orderly resumption of production and work. We must provide proactive services—implement policies aimed at supporting enterprises and stabilizing employment, actively assist enterprises in securing special funds from the national, provincial, and municipal levels to support the development of small and medium-sized enterprises, and effectively address the practical challenges faced by businesses. We should adopt multiple measures to help enterprises recruit workers, encourage migrant workers returning home to find local employment, overcome the difficulties enterprises face in hiring, ensure the normal operation of enterprises, and promote the steady and healthy development of the region’s economy and society. We must refine management—further subdivide large grid areas into smaller grids, fully relying on the strength of Party members and cadres, grid workers, property service personnel, group leaders, building managers, and volunteers to implement precise control measures, conduct daily dispatches, promptly monitor the situation and identify problems, and firmly win the people’s war, overall battle, and decisive battle against the epidemic.
